We use to climb staircases two and three time taller than that on our mountain bikes just for fun..... (Seriously!!!)


To answer your question though, I do not know where you can get what you have pictured, but any hardware store should have steel, aluminum, and wood that you could use to duplicate it. Otherwise, slide your arm and shoulder under the top tube and grab the downtube with one hand and the handlebar with the other. This is how we "port" cyclocross bike through terrain too rough, or steep to ride and it seems to be the most efficient manner.
