Yep, that's a suggestion which has been around for some time among those of us who ride in cold temperatures.

It's the same sort of principle when you apply it around your sitbone area ... stop the sweating there, reduce the chafing. In Canada I didn't have a chance to try it too often, but I used it a lot last summer here in Australia, and it works.
