Violating the Prime Bib Rule?

The other day I was at an LBS asking about bibs and the sales guy says, "The most important rule when wearing bibs is that you must wear a shirt over them!" This made me realize that I don't think I've ever seen a bicyclist wearing bibs over or without a shirt. This surprises me, because some road bicyclists don't seem to have any fashion sense at all, or just don't care how outlandish they appear. Anyway, I guess the reason I've never seen this is because the fashion police must be pretty vigilant. I wonder what happens when they catch scofflaws? Hmm, wait, maybe I've seen some fans on the Tour dressed in bibs without shirts.
