its more than just touching, its actually bending slightly around the body of the derailleur.....
to clarify, what i guess i meant to say is this is a BRAZE ON derailleur, so there are no two arms or clamps....you know the bolt/cinch thingy that cinches down the cable? well on this setup it seems like it needs to be an 1/8th inch or so out more in order to have a clean line from the bottom bracket cable guide up to the bolt/cinch.
