Campy / Shimano Hybrid Grouppo Advice

I currently have a DA/Ultegra 9 speed group mix on a refurbished lugged steel frame. I recently purchased an NOS set of Campagnolo Record wheels (9/10/11 speed record hub, DT spokes, OP's). Since all of my bikes are Shimano, I'm debating my options. I currently run a 53/39 with a 12-27 cassette. I need gearing at least this low, and would actually prefer lower. Cost is an issue.

1) Use a Shiftmate with a 9 speed Campy cassette. I don't think 9 speed Campy came in anything lower than a 26 though. I would need a compact crank for lower gearing.

2) Go 10 speed, but then I need new shifters at a minimum. Would get me equivalent gearing.

3) Sell of my 9 speed Shimano stuff and buy a complete Campy group.

Any thoughts / experienced appreciated.
