Children are more likely to fall and less able to prevent their large (relative to body size) heads from striking the ground. Moreover, that kind of low-speed fall is exactly the kind of thing for which helmets are designed - not to save lives when the cyclist is hit by a car. So it is perfectly logical for non-helmeted adults to insist their children wear helmets.
