It's the diet, not anything to do with strength of core or lack of core exercise. You don't trim fat in a certain area of the body by exercising that same area (though any exercise helps). Your face doesn't get fat from lack of facial muscular activity. Just too many calories for the amount of activity.
Mostly this^... Excess caloric intake AND genetics can give a person the "beer belly". Some people are more genetically predisposed to store more fat around their belly, others may store more fat in their thighs and butt. You don't get to choose which place to store fat just like you don't get to choose who your biological parents are.
