There were lots of generic production race frames made in Italy during the 80's that were branded for bike shops, sporting good stores, etc. That's most likely what this frame started as and it may be impossible to pin down a builder, or factory.
Basically there's no unique frame characteristics that would tie it to one manufacturer, correct? It's a shame.
