near new condition............steel frame, with the exception of a small cut on center seat tube, which can be welded it if you would like.

"Near new condition...except for the small cut on the seat tube." The seat tube is cut all the way through! I like how the seller says "can be welded
if you would like" as if riding without welding is an option.
