I've been looking for a jacket and have tried various sale items with little success. I'm reluctant to spend $250 on a cycling jacket, let alone the $400+ I've seen for various things, but I'm curious what people wear.

And so you should be. Good quality can be had for much less.
Search "winter" and see what pops up. Or check the winter forum. I can't be of much help because most of my winter clothing is antique (but works well) except for my Northwave winter shoes
($150-ish) and LG Winter jacket
($40-ish ebay). I have various cheapo gloves from the corner store that work fine down to 35f, and some LL Bean outlet store gloves ($16 on sale) for down to 25f. And some Nashbar polypro glove liners $4 for below 20f.
