what this was for was attaching your c02 inflator, hence air bottle basement (which I agree sounds odd). At that time many triathaletes did not carry pumps because of the weight but wanted to carry an inflator for flats so some one came up with this idea. My 89 miyata has one also, which I have never used because it also has a nice pump peg holdinga zefal pump and my favorite a chain hanger.
