The Wixey angle gauge is excellent. I highly recommend it. About $35 or so.

You don't even need the bike to be on a level surface.

As long as the bike has a level top tube (as God intended all bikes to be made), zero the gauge on the top tube. Then you will get the correct head tube angle and seat tube angle regardless of where the bike is sitting.
