That is the standard excuse when drivers hit cyclists. Altho in some cases it is undoubtedly true, I doubt that the driver didn't see you given your lights and visible clothing. I am not surprised, however, that drivers do not see ninja cyclists who insist on wearing black clothes and no lights.
Sometimes they don't even see other cars. My mom was hit by a guy who made a left hand turn into her path. When he exclaimed "But I looked!!!!"
