The problem with the basic speed law is that it lets the "state" off the hook. On a sunny, totally clear day, a road should be constructed so that a car can safely travel at the speed limit at all times. Any obstructions that limit visibility should cause the speed limit to be lowered. Weather conditions are uncontrollable variables, road design is not.
