The headset has two bearings one at the top of the frame below the stem, one at the bottom where the fork enters. You want to feel for movement between the parts attached at the top of the fork, and the bottom frame.

Given you're lack of familiarity, I strongly suggest you search "adjusting bicycle headset" and read a few tutorials until you have a decent understanding of what you're doing before you fo any further.
