The short answer to the question is NO, not all brifters will work with V-brakes in all applications. The issue is one of rim/brake pad position relative to braze-on boss mount relative to the V-brake arm length.
The RSX brifters aren't much different in pull than other brifters in terms of pull. The issue is that with calipers, like standard short-reach dual pivot 49mm brakes, the ratio of cable pull to brake pad motion toward the rim. V-brakes pads won't travel as far for the same length the cable is pulled, so this forces you to place pads closer to the rim, or the angle them up and exaggerate the amount of cable pulled (i.e. TAgents). My solution for installation is to look at the brake pad pivot washers and order them to get the pads closer to the rim if possible (or add a washer or two to get closer to the rim), and then to make sure the rim is true. I've run into only one issue on a brifter install with V-brake that was incompatible, and that was with a 2.3 inch knobbie on a narrow 26 x 1.5 style rim (22mm external width). There just wasn't enough mudroom for the tire so the pads could touch the rim snug without risk of the knobbies touching the V-brake arms. Solution was to swap frames, rims, hubs and more and go disc or go back to canti's. It was cheaper to go back to cantilevered brakes and that solved the problem for only around $20 front and rear.
