Cyclists aren't safe unless they occupy more than one traffic lane... ONLY if they're riding at the left edge of the lane, as you advise, and ONLY if the motorist is driving over 35mph. In real life, I've never seen a single cyclist do that on a >35mph rural road, so we're all good.
