It is possible that the brake tracks are contaminated. I clean them with a bit of detergent or kitchen cleaner and a green kitchen scrubby, AKA 3M Scotch-Brite pad. Rinse thoroughly. They're abrasive, so go easy. You only want to remove the schmutz.
