If you can stand over the top tube then the second consideration is the difference in hight from the bars to the saddle. A frame that is considered to tall for racing is closer to what is called "French fit", the saddle and the bars are at the same hight and you have a longer wheel base to smooth out the road. You can change stems to shorten the upper body length and adjust the saddle for knee over axel fit to get all the proportions right. If you can't stand over the frame just pass, the good deal karma will flow.
