Why not make one out of a standard 22.2mm stem? Last time I needed a .833" I grabbed an old SR from the parts bin. About an hours worth of filing, sanding and polishing yielded good results.
I like piddling about in the garage/workshop probably as much as every other person here but I don't think I possibly could patiently piddle on a project like that and procure such pristine results.
