It looks as though it does not have a cable stop for cantilevers at the back which helps with defining the era of the frame. If so, then this was designed for V brakes. Most definitely not hand built by Tom Ritchey. He probably rarely hand builds bikes anymore. Still, if it is a Blizzard, its a good Canadian made frame although they were made in Taiwan briefly when ProCycle bought them out(1997?). Some argue that post Procycle Rocky Mountain is not of the same quality but I think the quality control is still there.
