just not eccentric shims on the steerer.

best to figure out where you want the bars to be.

QBP/Salsa makes a fully adjustable test stem, marked out with a scale.
maybe your LBS can be convinced to buy one,
then rent it to let people ride and adjust, and ride again.
and note extension and angle.. then buy a stem ..
