Talk to the seller, ask specific questions, check feedback/other items for sale for other bike related items.... thats about the best you can do. Also, if it sounds too good to be true, it usually is.... If they don't accept payment by paypal or money order or personal check, thats also usually a sign of a scam.
Also, check how long the seller has been in a member of ebay, the feedback, the history of selling similar or related products.
Be leary of overseas sellers, and be leary of sellers that don't go through Paypal (Although Paypal is more expensive for the seller).
