If I'm driving the speed limit behind someone with smelly exhaust or what appears to be unsafe or inattentive driving, I want them to move over so I can pass if I'm in the passing lane.
It depends if the person in front can safely move over and out the way, if not, the person behind needs to wait at a safe distance until there is a safe opportunity to pass or until the person in front can safely move over.
