I would allot a little extra time on my commutes for such an occasion, especially if it occurs on a regular basis.
Not sure what you're trying to get at here. If someone is impeding others in the left lane in CA, that's illegal. I think flashing the lights is appropriate if one suspects that the impeding driver isn't paying attention or something, but your suggestions are extreme and make it sound like all impeded drivers are idiots. So, again, not sure what the point is of using such extreme examples.
