I rode to the start point at TWU and encountered three pretty big dogs along the way. Avoidance (changing my route) worked.
The worst time for dogs seems to be early morning, just after sunrise. I think people let their dogs do their thing, but because they haven't really woken up yet they just let the dog out the door.
