What would I do if a driver was impeding me and I didn't have any real choice other than to stay behind him? I guess I would stay behind him. Not sure what you expect me to say.

Also, remember that the law talks about the "normal speed of traffic," so if there is a traffic jam, the guy in front of you isn't illegally impeding you.
