Good clean fenderline from the side is IMO much more important than the tire 'filling' the fender. I like mine to be just above the skinwall/tread line, and I've been known to go to redonk lengths to get everything to curve nicely.

Well-installed fenders add much to the looks of a bike. Poorly-installed fenders with a lousy fenderline are nothing but ugly.
