My understanding is that some years went between when Raleigh stopped making 531 frames at Nottingham and when they started putting the Raleigh name on 531 frames made at Worksop. I presume Carlton was making 531 frames at that time, but they were Carltons, not Raleighs.

If you look at the catalogs online, the 1962 catalog lists no 531 frames. The top of the line, the Gran Sport, has a hi-ten frame. The 1964? catalog lists a "Raleigh Carlton" with a 531 frame.
