ISO590 is one of the most common tire sizes in the world, not as common in the USA. ISO584 (650b) is rare the world over.
This is certainly possible, and would work. I based my reply on the fact that the EA3 (ISO590) tire size was never that popular in Italy, and I wasn't aware that Bianchi ever used it. The did use lots of 650b elsewhere in their offerings.

In any case, I originally suggested that before going crazy, he measure the boss height to see if it was matched for 700c and it obviously isn't, which was the point of the exercise. Where he goes from there is entirely up to him.
