This thing is claimed to be a proposed ordinance. Around here, that would mean that someone has written out the text of exactly what they think the ordinance should be. There have been a lot of statements from both sides, but what does that proposal actually say? It's not on their website. Is anybody on this forum close enough to go request a copy? At worst, you might need to do a FOIA request form and pay reasonable copying costs, but our city secretary has always just handed out proposal text upon oral request since processing the paperwork and a <$2 payment ends up costing more than the actual copying.

What the politicians say it says is meaningless. We're dealing with a couple of non-cycling-related proposed ordinances here; the police chief has given statements that don't match the text of the proposals, and the four council members I've talked to all have their own contradictory opinions of what it means.

The only thing that really matters in the end is the exact text that they're trying to put into the city's code of ordinances. That is what you will be charged with, and good luck trying to build a defense in court based on an oral comment from a politician that doesn't match the actual text of the ordinance.
