This news shouldn't be news at all since every year refineries have to purge either summer blend gasoline or winter blend gasoline from the national distribution system to have room for the next seasons fuels. When they "dump" at the end of each season prices are cut to move all the old stored fuels since it will be worthless out of the right season then they shoot right back up again over and over and over
every year.
It's all about vapor pressures in the seasonal blends so there is no such thing as "plain" gasoline.
It's all about supply and demand and,of course, money.
