I figured it out and it of course was indeed operator error. I thought I'd tried both lock rings but I hadnt (they look exactly the same..almost). I needed to use the 10 speed lock ring on the 10 speed hub. The 9 speed lock ring that came with the new cassette is a little less than one mm smaller in diameter and doesnt thread into the hub. Problem solved.

So if this is ever any help to someone, 10 speed campy lock rings dont thread into 9 speed campy hubs apparently. By the way, the 9 speed lock ring is marked as such where as the 10 speed lock ring has no indication with speed it came with.
