Getting back to your new found CL World Sport: Go for it and worry about the bar tape later. This is a great way to surprise your Dad for Christmas! He will be thrilled, even if it is an entry level Schwinn. My guess is even if you don't figure out which tape to buy, Dad will, or will at least find a new tape which suits him.
