Does the TTT stem say "Made Italy" (Instead of Made IN Italy)?

If so, I'd guess late 60's.

The other components could well be later replacements - but there is some good stuff there and I'll bet the bike will clean up just fine.
Looks like a steel seat post, so I have every expectation that it will free up.
