Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

You could cut a screwdriver slot across the bolt head with a hacksaw or Dremel tool or attempt to grasp the head with Visegrips if you need to remove it. A healthy dose of penetrating oil first is also recommended. However, unless you need access to the threaded hole in the frame, just ignore it.
