I would think that it depends on whether the driver is going after the close call. In this case it happens so fast and the driver is so far away so quickly, that catching the license plate would be very difficult. I'm impressed with these modern cameras that they could id the plates.
My last reported incident happened with a motorist who was traveling at a 40 mph speed difference than myself, in 2 seconds, they were already 120 feet down the road.

I always run my camcorders in the highest setting that it can go, it can pay off in considerable dividends when extremely fast incidents like these do happen.
