I don't think there is any particular advantage to a "mountain" bike on city streets in the winter. A shock absorbing front fork just makes steering through the mushy stuff more difficult, and is also problematic for mounting fenders.

I use a 'road' frame with generous tire and fender clearance and the necessary braze-ons, and 700c studded tires by Nokian.
