I've ridden in my Phantom jacket down to the teens very comfortably with proper base layers. It is also very breathable, wind and water resistant, and has removeable sleeves if weather warms up a lot during a ride. Regarding lights, the Niterider MiNewt 600 cordless is getting good reviews, and also on sale at REI.
