There's the stickler, especially if one works directly with the public sector.

This doesn't mean that a few people won't deliberately increase their commute to over an hour; only that most people won't. Which means that the ones who do will always be outliers.
I'd do an hour or more if my commute route was at a more relaxed pace, but not at the pace that my current commute routes/cycling infrastructure/urban traffic dictates.
