File a claim with Ebay first, before pay pal. You may get your money back and keep the frame if the dealer does not want to pay for return shipping.

My wife deals with ebay a lot and that is her suggestion. She said to raise a big fuss with ebay, don't be coy or business like. Don't be rude, but be firm.

And, do not touch the frame until after the resolution, because the frame is then yours with no recourse.
