I don't quite follow. I have sold a few items to Japan and Italy lately and my funds have not been held. In fact, it seemed to be business as usual. Is this a brand new development? They were small items shipped in a Priority Mail flat rate box. The buyers were made aware that there is no tracking or insurance included and they shouldn't expect any if they paid only $15 to have something delivered to them half way around the world.
