Juniper, the reason your gauge doesn't register until you begin pumping is due to the way Presta valves work. It takes a slight inflow of pressurized air to force the Presta valve to break its seal, which then allows enough pressure to escape the tire to equalize the pressure in the tire & pump hose and activate your pressure gauge. This is normal.
