If you have rim or coaster brakes, you might be better served by just getting a long thin chain and coiling it around the tire and rim, in a big spiral. When you get back to the start, attach with a quick link or something. Do this with the tire deflated a bit, and add air to lock it in place.
Not quite as cheap, but just as easy, and reusable.
