Can Slime tubes cause this problem?

Installed slime tubes on my bike Sunday. Rode to work today (the winds diminished a bit, but it still was a typhoon....), and on the way home had a funny metallic popcorn popping sound coming from the front wheel. No broken spokes, but when I stopped and spun the front wheel, I would hear that popping popcorn sound. And there was a noticeable heavy spot on the wheel that I could feel as the wheel turned while I held the front of the bike off the ground.

Just the heavy spot is reason enough for me to toss the slime tubes. But could those tubes and the heavy spot be causing the noises I heard this afternoon?
