To me, it's just begging to have all that stuff stripped off, even the paint. Then put back a classic understated touring color like BRG, gunmetal, or burgundy. Then swap to standard drop bars and stem. Except for the controls, I would keep all the Deore LX stuff; it's very good kit. Make it a true tourer.
BTW, is that a handcuff lock on the seatstays? Looks too clunky.
