Ian - all 700c wheels will easily accommodate tires larger than 23c, easily up to 32c with no problem, many people race cyclocross on road wheels with no issues and these tires are much wider, obviously. your bike frame and fork, however, are usually the limiting factors on the max tire size you can run, clearance is the issue.
