It's not going to be "economical" getting your current fork threaded - if you can even find a shop to do it. Extending existing threads is one thing, cutting them on a threadless steerer is another.

I'm not sure of any 1" threaded forks having a 28mm rake. There are a lot of discrepancies/inconsistencies when it comes to the Kilo and your fork may have more (or less) rake than what's listed on the specs.
