It means putting the open image tag in front of the url and closing tag at the end. If you don't put the tags, it will just look like a link:

So you need to "surround" the image URL with IMG tags:

You can post any photo by right-clicking on the photo and choosing "copy image URL", then click on the "Insert Image" icon of BikeForums and paste de code in the dialog box.
You can also link an image to a bigger image or to an album, or anything for that matter. Put the tags arround the small image, then select the image including the IMG tags and click on the "Insert Link" icon here at BF and paste the URL of the bigger image or album in the dialog box. The code will look like this:
