A simply suggestion: If you can't produce proof of insurance at the time of registration, you don't get renewed. If you don't get renewed and you are caught, you loose you driving priviliges. If you get caught driving without a license, you go to jail and you loose you driving priviliges for three years. If you get caught driving without a license twice, you go to jail for three years. If you are "undocunented" and caught driving without insurance, a drivers license, or current registration you get deported.
It's very easy to get around this requirement in most states that have it. All you have to do is finance the insurance, pay $29.95 down, get your certificate of insurance, present it to the DMV and you have your license. Never make a payment again and it will take the DMV several months to track you down to try to suspend your license.
